General Acquisition of Turkish Citizenship

Pursuant to Article 11 of the Citizenship Law No. 5901, foreigners who have been residing in our country for 5 years without interruption can acquire Turkish Citizenship in the general way if the following conditions are met. As we mentioned in our previous articles, the acquisition of Turkish citizenship is obtained in two ways: by birth and later by the decision of the authorized administration. According to the general provisions, foreigners who want to acquire Turkish citizenship must meet the following conditions.
- The foreigner must be of legal age according to the national law, and if he is stateless, he must be of legal age in accordance with the Turkish Civil Code;
- Must have resided in Turkey for at least 5 years retrospectively from the citizenship application;
- The foreigner must indicate that he wishes to settle in Turkey. For example, they should take actions such as acquiring real estate in Turkey, marrying a Turkish citizen, having a Turkish citizen mother, father and child;
- Must not have a disease that poses a threat to public health;
- Not be a person who behaves in accordance with public morals;
- Must be able to speak Turkish in order to take part in Turkish society;
- Must have a profession and income that can provide for himself and his dependents in Turkey;
- It should not be in a situation that would pose a threat to national security and public order.
Procedures to be Taken by the Applicant for Turkish Citizenship
The application for Turkish citizenship is made to the governorship of the applicant’s place of residence by himself or by his representative with a special power of attorney given in this regard. In cases where the applicant is under the age of 18 and/or lacks the power of discrimination, the application can be made by the parent or guardian.
In the citizenship application process, the foreigner’s Turkish Republic Foreign Identity Number is taken as the basis.
The application form is made by filling out the petition and submitting the documents listed below. As the application date, the date the person receives the form petition as the document record is taken as basis.
The foreigner who wants to acquire Turkish citizenship can be abroad for a total of 12 months during the residence period sought pursuant to the new legal regulation. If the sum of the periods spent abroad does not exceed 12 months, it is considered within the stipulated residence period.
Documents Required for Obtaining Turkish Citizenship
- Turkish Citizenship Application Form;
- Biometric photograph in 50×60 mm format with a white background;
- Passport or similar valid substitute document;
- Birth certificate containing identity information or similar document containing this information;
- Documentation of the person’s marital status. Such as marriage certificate, divorce decree, death certificate.
- A medical report with the qualifications determined by the Ministry of Health, stating that the person does not have a disease that is contagious and does not pose a danger to public health;
- Documents (work permit, tax plate, etc.) showing that they have a profession and income that can provide for themselves and their dependents in Turkey;
- A document showing the entry-exit dates to Turkey, to be obtained from the Provincial Security Directorate, indicating that he or she has resided in Turkey for at least 5 years retrospectively from the citizenship application;
- Until the citizenship application is concluded, a valid residence permit for the future;
- If the applicant has a finalized court decision for any crime, its certified copy;
- A receipt showing that the service fee has been paid to the Finance Cashier.
Transactions Made by the Commission
The application made by the foreigner to the Governor’s Office within the borders of the province where he resides is sent to the General Directorate of Population and Citizenship Affairs of the Ministry of Interior by the Governorship. The applicant can follow up the Citizenship application number by learning from the Public Relations unit of the General Directorate of the relevant Ministry.
The necessary examination is made by the Ministry of Internal Affairs, General Directorate of Population and Citizenship Affairs, and the result of the citizenship application is notified to the person concerned, either positively or negatively.
