Within the scope of the visa exemption that Turkey applies to Ukraine, Ukrainian citizens can reside in Turkey for 90 days. Citizens of Ukraine who want to stay in Turkey for more than 90 days must obtain a residence permit. Foreign nationals cannot work in Turkey without a work permit during both the visa exemption and residence permit period.
Foreigners of Ukrainian nationality are required to obtain a work permit in order to engage in professional activities in Turkey. The work permit is issued by the employer who will employ the Ukrainian national in Turkey. The authority authorized to issue work permits is the Ministry of Labor and Social Security, and a preliminary permit from the Ministry of Health is required for foreigners who will work in the health sector.
In accordance with Article 23 of the International Labor Law No. 6735, which regulates the principles and procedures regarding the work permits of foreigners, an administrative fine is imposed on the foreigner who works without a work permit or on the employer who employs a foreign worker without a work permit. In addition, foreigners working illegally are deported from Turkey.
Where to Apply for a Work Permit from Ukraine?
Ukrainian citizens must first find a job in Turkey and then get a work permit. Since the work permit will be given to the foreigner to work in the specified position in a certain workplace, a work permit application is not made before finding a workplace.
In case the foreigner of Ukrainian nationality resides in Turkey, the work permit application is made to the Ministry of Labor and Social Security by the employer who will employ the foreigner. In order to make an application from within the country, the foreigner must have a residence permit for at least 6 months.
In case the foreigner resides in Ukraine or in the third country of permanent residence, the work permit application is made to the foreign representative of the Republic of Turkey. The foreign national worker must apply by presenting the employment or service contract they have drawn up with the employer in Turkey to the foreign representative. If the application is positive by the Turkish foreign representation, a 16-digit reference number is given to the foreigner. The employer or his representative in Turkey can apply for a work permit with this reference number to the Ministry of Labor and Social Security.

- Foreign personnel work permit application petition (prepared by the Immigration Bureau);
- Foreign Personnel Application Form (prepared by the Immigration Bureau);
- An example of the Turkish Trade Registry Gazette showing the company’s latest capital and partnership structure;
- Balance sheet and profit/loss statement for the last year approved by the tax office or certified public accountant;
- Social Security Institution Workplace Registration Number;
- Notarized power of attorney for the applications to be made by us;
Documents Required from Foreigners of Ukrainian Nationality;
- Photocopy of the passaport;
- 1 photo;
- 16-digit Reference Number obtained with the submission of the employment contract to the foreign representatives of the Republic of Turkey;
- Employment contract (prepared by the Immigration Bureau);
- Notarized Turkish translation of the diploma received from the last educational institution.
In Case of Refusal of Work Permit
Citizens of Ukraine whose work permit applications have been rejected by the Ministry of Labor and Social Security can appeal the administrative decision within 30 days. In case of rejection of the appeal to the Ministry of Labor, the right to appeal to the Administrative Court arises.
How to Extend Turkey Work Permit?
The work permit is given for one year to the foreigner who obtains a work permit for the first time under an employer. In cases where the foreigner will continue to work in the same workplace, a work permit extension application is made. The extension application can be made 2 months before the expiry of the current work permit.
Work permit extension application should be made to the Ministry of Labor and Social Security before the expiry of the work permit and within a maximum of two months.
Is Work Permit Counted as Residence Permit?
Pursuant to the provisions of the International Labor Force Law No. 6735 and the Law on Foreigners and International Protection No. 6458, the foreigner is not required to apply for a residence permit since the work permit document is also counted as a residence permit document.
