What is statelessness? Statelessness (Haymatlosluk) is the state of not being a citizen of any country. During the transition period of changing laws, individuals may become stateless through loss of rights, wrong legal practices or committing crimes.

Signed in New York on September 28, 1954, adopted at a conference organized by the United Nations (UN). It was determined by the “Convention Relating to the Status of Stateless Persons” which entered into force on 6 June 1960.
Stateless person term and statelessness status
The Convention Relating to the Status of Stateless Persons contains the following statements regarding the definition of the term “stateless person” and the determination of the personal status of these persons.
Definition of the term “stateless person”: For the purposes of this Convention, the term “stateless person” means a person who is not considered a national by any State under the operation of its law.
Personal status
- The personal status of a stateless person shall be determined by the law of the country of his/her permanent residence, or, if not, by the law of the country of residence.
- Rights relating to personal status previously acquired by a stateless person, in particular marital rights, shall be respected by each contracting State, if this is necessary, subject to the conditions laid down by the law of that State. However, the right in question must be among the rights that would be recognized by the laws of that state if the person were not stateless.”
