As you know, foreign nationals cannot work in Turkey without a work permit. In cases where the foreigner works without a work permit, an administrative fine is imposed on the foreigner and the employer who employs foreigners, pursuant to Article 23 of the International Labor Law No. 6735, which regulates the work permits of foreigners. A fine of 2,400 Turkish Liras is imposed on a foreigner who works with an employer without a work permit, and an employer who employs a foreigner illegally is fined 6,000 Turkish Liras for each foreigner. In cases where the foreigner has a professional occupation and works without obtaining an independent work permit, an administrative fine of 4,800 Turkish Liras is imposed. In addition, foreigners working illegally are reported to the Ministry of Internal Affairs and deported from Turkey.
Foreigners of Russian nationality who want to work in Turkey are required to obtain a work permit. As a rule, the authority authorized to issue a work permit is the Ministry of Labor and Social Security, and the application procedure differs depending on whether the person is in the country or abroad.
In order for a Russian national to apply for a domestic work permit, he or she must have a residence permit of at least 6 months in Turkey. In cases where the Russian national for whom a work permit application is to be made, does not have a residence permit in Turkey, the work permit application is made through the foreign representation of the Republic of Turkey located in the 3rd country of which he is a citizen or permanently residing.
Where to Apply for a Work Permit from Russia?
Foreigners of Russian nationality who want to work in Turkey must first find a job in Turkey. Work permit applications are made to the Ministry of Labor and Social Security by the employer or his/her representative. In case the foreigner is in Russia, he/she must apply for a work permit to the foreign representation of the Republic of Turkey in Russia. Work permit application is made by submitting the employment or service contract concluded between the foreigner and the employer to the Russian foreign representation of the Republic of Turkey. If the application is positive, a 16-digit reference number is given to the person. With this reference number, a work permit application is made by the employer to the Ministry of Labor and Social Security.

- Application Form (issued by the Immigration Bureau);
- Foreign Worker Application Form (issued by the Immigration Bureau);
- The Turkish Trade Registry Gazette, which includes the latest capital and partnership structure of the organization;
- Balance sheet, profit and loss statement for the last year approved by the tax office or certified public accountant;
- Social Security Institution Registration Number of the Workplace;
- Notarized power of attorney issued by the employer for the applications to be made by us.
Documents Required from Russian Nationals;
- 16-digit Reference Number obtained with the submission of the employment contract to the foreign representatives of the Republic of Turkey;
- Employment contract (issued by the Immigration Bureau);
- Photocopy of the passaport;
- Notarized Turkish translation of the diploma received from the last graduated educational institution;
- 1 photo;
In Case of Refusal of Work Permit
In case the work permit application of a Russian national is rejected by the Ministry of Labor and Social Security, an objection can be made to the administration within 30 days against the rejection decision by the person concerned. In case the Ministry rejects the objection, the interested parties can apply to the Administrative Court.
How to Extend Turkey Work Permit?
The foreign worker must apply for a work permit extension by the employer before the current work permit expires. Work permit extension application should be made before the expiry of the work permit and within two months at most.
Since the work permit is given to foreigners to work in a certain workplace, depending on a certain employer, in case the foreigner changes workplace, a new application must be made by the new workplace to the Ministry of Labor and Social Security.
Is Work Permit Counted as Residence Permit?
Foreigners residing with a work permit do not need to apply for an additional residence permit. In accordance with the Law No. 6735 on International Labor and Foreigners and International Protection No. 6458, which regulate the work permits of foreigners, the work permit also carries the quality of a residence permit and the work permit is counted as a residence permit. For this reason, the person is not required to obtain a residence permit document.
